Assessing Competences of Principal Designer (PD) Candidates under PAS 8671:2022 Recommendations

Criteria 1: Educational Qualifications (10 points)

  • Exceptional (10 points): Candidate possesses relevant advanced degree(s) in architecture, engineering, construction, or a related field from a recognized institution.
  • Proficient (8 points): Candidate holds a bachelor's degree or equivalent in a relevant discipline.
  • Adequate (6 points): Candidate has completed a diploma or vocational qualification related to the construction and property sector.
  • Needs Improvement (4 points): Candidate has limited formal education in relevant fields.

Criteria 2: Professional Experience (20 points)

  • Exceptional (20 points): Candidate has over 10 years of experience working in the construction and property sector, with a proven track record of successfully performing as a Principal Designer on various building projects.
  • Proficient (16 points): Candidate possesses at least 5 to 10 years of experience in the industry, with demonstrated experience as a Principal Designer or in relevant roles.
  • Adequate (12 points): Candidate has 2 to 5 years of relevant experience in the construction and property sector.
  • Needs Improvement (8 points): Candidate has limited or no experience in relevant roles.

Criteria 3: Building Safety Training (15 points)

  • Exceptional (15 points): Candidate has completed comprehensive and up-to-date training in building safety, risk management, and relevant safety regulations, with evidence of additional certifications.
  • Proficient (12 points): Candidate has undertaken relevant training in building safety and possesses necessary certifications.
  • Adequate (9 points): Candidate has basic knowledge of building safety but lacks additional certifications.
  • Needs Improvement (6 points): Candidate lacks formal training in building safety.

Criteria 4: Knowledge of Building Regulations and Legislation (15 points)

  • Exceptional (15 points): Candidate demonstrates in-depth understanding of the Building Safety Act, Building Regulations, and other relevant legislation, with evidence of staying updated with the latest changes and amendments.
  • Proficient (12 points): Candidate shows a good understanding of building regulations and relevant laws.
  • Adequate (9 points): Candidate possesses basic knowledge of relevant regulations.
  • Needs Improvement (6 points): Candidate lacks understanding of essential regulations.

Criteria 5: Design and Technical Competence (20 points)

  • Exceptional (20 points): Candidate exhibits exceptional architectural and technical design skills, with a focus on building safety and user needs.
  • Proficient (16 points): Candidate demonstrates proficient design and technical abilities related to building safety.
  • Adequate (12 points): Candidate has adequate design and technical knowledge but requires improvement in certain areas.
  • Needs Improvement (8 points): Candidate lacks essential design and technical competencies.

Criteria 6: Risk Assessment Skills (15 points)

  • Exceptional (15 points): Candidate can effectively identify and assess potential hazards during the design phase, with a proven ability to implement robust risk mitigation measures.
  • Proficient (12 points): Candidate shows adequate risk assessment skills and understanding of risk management.
  • Adequate (9 points): Candidate possesses basic risk assessment skills but requires improvement.
  • Needs Improvement (6 points): Candidate lacks essential risk assessment abilities.

Criteria 7: Collaboration and Communication (10 points)

  • Exceptional (10 points): Candidate demonstrates excellent collaboration and communication skills, fostering productive relationships with project teams, clients, and stakeholders.
  • Proficient (8 points): Candidate exhibits proficient collaboration and communication abilities.
  • Adequate (6 points): Candidate has adequate communication skills but needs improvement in collaboration.
  • Needs Improvement (4 points): Candidate's communication and collaboration skills require significant improvement.

Criteria 8: Project Management Abilities (10 points)

  • Exceptional (10 points): Candidate can effectively manage the design process, ensuring compliance with safety requirements, and has experience in coordinating various project stakeholders.
  • Proficient (8 points): Candidate exhibits good project management abilities.
  • Adequate (6 points): Candidate has some project management skills but requires further development.
  • Needs Improvement (4 points): Candidate lacks essential project management capabilities.

Criteria 9: Continuing Professional Development (CPD) (5 points)

  • Exceptional (5 points): Candidate demonstrates a strong commitment to ongoing professional development, regularly engaging in relevant training and education.
  • Proficient (4 points): Candidate participates in CPD activities but may benefit from further engagement.
  • Adequate (3 points): Candidate has limited involvement in CPD activities.
  • Needs Improvement (2 points): Candidate lacks a commitment to CPD.

Criteria 10: References and Recommendations (5 points)

  • Exceptional (5 points): Candidate receives highly positive references and recommendations from previous clients, employers, or colleagues.
  • Proficient (4 points): Candidate receives generally positive references and recommendations.
  • Adequate (3 points): Candidate receives mixed references and recommendations.
  • Needs Improvement (2 points): Candidate's references and recommendations are not supportive.

Criteria 11: Insurance and Professional Indemnity (5 points)

  • Exceptional (5 points): Candidate possesses adequate professional indemnity insurance coverage.
  • Proficient (4 points): Candidate has insurance coverage but may need to update or expand coverage.
  • Adequate (3 points): Candidate's insurance coverage is limited or needs improvement.
  • Needs Improvement (2 points): Candidate lacks proper insurance coverage.
