Assessing Competences of Principal Contractor (PC) Candidates under PAS 8672:2022 Recommendations

Criteria 1: Educational Background (10 points)

  • Exceptional (10 points): Possesses advanced degree(s) in construction management, engineering, or related field from recognized institutions.
  • Proficient (8 points): Holds relevant bachelor's degree or equivalent qualification.
  • Adequate (6 points): Holds diploma or vocational qualification related to construction management.
  • Needs Improvement (4 points): Limited formal education in relevant fields.

Criteria 2: Professional Experience (20 points)

  • Exceptional (20 points): Demonstrates over 10 years of experience in managing complex construction projects.
  • Proficient (16 points): Has 5 to 10 years of experience in the construction industry with experience in leadership roles.
  • Adequate (12 points): Possesses 2 to 5 years of relevant experience in project management.
  • Needs Improvement (8 points): Limited or no experience in relevant roles.

Criteria 3: Health and Safety Training (15 points)

  • Exceptional (15 points): Provides evidence of comprehensive health and safety training and relevant certifications.
  • Proficient (12 points): Presents certifications and evidence of health and safety training.
  • Adequate (9 points): Demonstrates basic health and safety training.
  • Needs Improvement (6 points): Lacks formal health and safety training.

Criteria 4: Knowledge of Building Regulations and Standards (15 points)

  • Exceptional (15 points): Demonstrates in-depth knowledge of Building Regulations, standards, and best practices.
  • Proficient (12 points): Shows good understanding of relevant regulations and standards.
  • Adequate (9 points): Possesses basic knowledge of regulations.
  • Needs Improvement (6 points): Lacks understanding of essential regulations.

Criteria 5: Project Management Skills (20 points)

  • Exceptional (20 points): Exhibits excellent project management abilities, ensuring safety compliance and successful project execution.
  • Proficient (16 points): Demonstrates proficient project management skills.
  • Adequate (12 points): Possesses adequate project management capabilities.
  • Needs Improvement (8 points): Requires improvement in project management skills.

Criteria 6: Risk Management Competence (15 points)

  • Exceptional (15 points): Effectively identifies, assesses, and mitigates risks, with a proven track record.
  • Proficient (12 points): Demonstrates adequate risk management skills.
  • Adequate (9 points): Possesses basic risk management knowledge.
  • Needs Improvement (6 points): Lacks essential risk management skills.

Criteria 7: Supply Chain and Subcontractor Management (10 points)

  • Exceptional (10 points): Demonstrates effective management of subcontractors and suppliers for safety and quality.
  • Proficient (8 points): Exhibits proficient subcontractor and supply chain management skills.
  • Adequate (6 points): Possesses basic skills in subcontractor and supply chain management.
  • Needs Improvement (4 points): Requires improvement in subcontractor management.

Criteria 8: Communication and Collaboration (10 points)

  • Exceptional (10 points): Displays excellent communication and collaboration abilities with project stakeholders.
  • Proficient (8 points): Exhibits proficient communication and collaboration skills.
  • Adequate (6 points): Possesses basic communication and collaboration skills.

Criteria 9: Building Safety Compliance (10 points)

  • Exceptional (10 points): Demonstrates a thorough understanding of fire safety regulations, evacuation procedures, and emergency response plans.
  • Proficient (8 points): Displays adequate understanding of fire safety regulations.
  • Adequate (6 points): Possesses basic knowledge of fire safety.

Criteria 10: Continuous Professional Development (5 points)
