CIC 35th AGM on 19th June was an incredible event!

The ICM was proud to attend the 35th Annual General Meeting of the Construction Industry Council held at the Institution of Structural Engineers HQ in London

This special AGM marks 35-YEARS of the CIC and celebrates a legacy of incredible cohesive leadership down the years ...

... a special event indeed, 6 past chairs, 1 current chair and 1 future chair all came together to share the legacy and each presented with a Gold Award for their pivotal contributions to the industry down the years ...

2024 marks a special year in the 182 Years historic timeline of the ICM being re-admitted into the CIC membership ─ and ICM's current Vice President David Jones is proud to have been appointed Chair of the CIC London & South-East Region at such a pivotal time of change culture in the industry ...

... immediately prior to the AGM all Regional Chairs met in forum and David Jones was warmly welcomed ... the AGM was just before the General Election when David visioned how CIC London will be relaunched as a direct agile conduit between the new Government and the Construction Industry with plans to meet at Portcullis House with Ministers, Civil Servants, and industry chiefs with an inaugural meeting for speakers in October ... (more to follow) ...

... the aim of the CIC's Nations and Regions is to provide a single voice for the industry in discussions with local members and interested parties to establish a network of organisations that consider issues relevant to the region and to promote public awareness of the construction industry ...

... at a local level the CIC Regional Committees provide an influential, collective voice for the Built Environment and creates a valuable platform for member organisations to share their current themes and priorities and facilitates the opportunity for joint initiatives ...

... each Regional Committee does not duplicate existing CIC HQ activity but develops its own collaborative working in the regions to, where possible, work collectively with existing pan-industry organisations to bring together a cohesive voice ...

Jon Vanstone Chair of the ICC and David Jones VP of ICM met briefly at the BSR Conference event at the NEC ─ David was so pleased to be able to share a brief warm moment and congratulate Jon on his appointment and  his leadership of the ICC and pledge ICM support for the new culture going forward 2024++

... for decades David has pioneered the drive to establish a competent industry; ever since he was one of the very first tranche of around a hundred professionals to meet with Stuart Nattrass the very first Chief Inspector of Construction at HSE on enactment of EU Directive 92/57/EEC when that became UK law as the CDM Regulations ─ later, in 2006 developing the UK's first Local Authority training and accrediting online portal for in-house LA teams across the UK which won Constructing Excellence twice! [2007 & 2011]; and David was proud to receive a prestigious H&S Champion of the Year Award from the HSE in 2009 ...

... in 2012 David was even invited by the European Commission to present his vision at Stuttgart for an eventual pan-European unified training portal linking the huge construction family in common competency linked to the European Qualification Framework [EQF] ─ in those early days of digital technology, that was, indeed, a daunting task for a total industry of over 16.4 million workers in 27 nations ─ but now, through a pivotal pioneering Knowledge Partnership between the ICM and global industry leader in compliance Sysmax the Vision starts to clarify and becomes Reality ─ there's more detail on the development of the Sysmax partnership on the link - plus a short introductory explainer video about U-Clic™ which is evolving out of those earlier 2012 visions of the future!

... the image of the ICC panel was where David was in the audience in close forum in Stage 4 where the panel interacted with the audience entirely captures a vital element of the Conference being the incredible level of networking for all to gain clear understandings of the various issues in the industry at such a pivotal time of culture change ...

... throughout the day there was much clarity provided on issues that have been at the heart of much confusion and second-guessing ─ David Jones was particularly pleased to hear the insurance world mentioned during the day and the important role they play ─ the ICM has already commenced pioneering engagement with brokers, insurers and re-insurers with a view to providing a 'live window' into the unique ICM Competence Registry - PAS 8671 / 2 / 3 Trilogy™ one-stop-shop solution ─ there was a great pivotal point made in reference to Professional Indemnity Insurance insurers are trying to hit a difficult moving target of uncertainty without clarity in the design development process where the professionals have their responsibilities defined, aligned and clarified in the contracts that bind them all to the project ...

... the Building Safety Regulator gave emphasis to the need for industry to understand and differentiate between regulating and advising ─ gone now are the days when industry professionals can expect the Building Control service to guide and design on issues the professionals ought reasonably to be competent to provide safe solutions ─ the burden of proof to provide competent workable compliant solutions rests entirely with the industry itself and expects the professionals to describe how they evidence that compliance ... 

ICC Chair Jon Vanstone awarded an Honorary Fellowship of ICM

ICM President Roy Blamey assisted by Vice-President David Jones proudly present the sealed ICM Fellowship Certificate to Jon Vanstone Chair of the Industry Competence Committee for the Building safety Regulator (formerly Chair of the Interim Committee [IICC] for two years and former member of the the Building Regulations Advisory Committee [BRAC] and, probably involved with industry competence certification for 20+ years before that ... )  

As the industry transitions culturally in the wake of the enactment of the Building safety Act 2022 and Fire Safety law with all the new secondary regulatory instruments enacted through 2023 and into 2024 the industry professionals now have to work competently in a new landscape of safety ...

... following on from the successful conference event and exhibition Vision Construct 2023 held at Wembley Stadium last year hosted by Resibuild Events and the BSR Conference at the NEC earlier this year hosted by the HSE, the unique opportunity of the visit to Sapphire Balconies HQ and impressive R&D lab facilities allowed Nick Haughton to record a timely interview with Jon Vanstone at their Reading studio as part of Vision Construct 2024.  The recording will be available widely on the ICM website and at Resibuild Podcasts on the YouTube channel and on Linkedin ... 

Jon explains the ICC is a statutory committee; the Regulator has three statutory committees - ICC, the Building Advisory Committee [BAC], and the Residents Panel - all three set up under the Building Safety Act and its role is to advise the Regulator on matters of competence

Registration of CDM Competence ─ where it all began!

... well, actually it all began in the mind of David Jones way back in 1994 at the very start of CDM in the UK - wasn't called CDM at the start, when casting around someone on CONIAC suggested a name for the enactment of EU Directive 92/57/EEC could be the CONDAM Regs - hmm, maybe Grenfell would have been avoided had the industry better used that expression of protection ??? ...

... in 2012 the European Commissioners first heard about the visions of competence and its registration through the excellent Enterprise Europe Network [EEN] operating from Greenwich University.  EEN supported David to present his concept of a pan-european unified training portal linked to the EQF [European Qualification Framework] to colleagues at the Chambre de Commerce in Lisle.  Later, David Jones was invited to deliver his concept to the European Commission meeting at Stuttgart which was highly praised and acclaimed but the maturity of the digital age was a barrier at the time ...

... in 2018 the Intellectual Property Office [IPO] granted wide Trademark protection to David Jones who further visioned the industry would need to be controlled in much the same way as Bernie Ecclestone did with hazardous motor racing - even though the hazard of a person driving at high speed still exists and has increased exponentially, so is the level of safety now fully controlled to regulate the professional constructors, designers, and managers of motor sport under the F1 formula to keep the innocent spectators safe and secure ...

... when David Jones first launched the news publicly and widely from the Skills Hub Stage at London Build 2018 the audience heard how the similar ethos of safety as F1 would be needed across the construction sector ─ a licence was issued to ICM who currently are the only body legitimately holding a licence under the Trademark ... 

... there is more on the updated 2018 blog article addressing the unchecked explosion during 2023 and 2024 of a largely unregulated plethora of both commercial businesses and professional bodies setting up competence registration schemes across the industry following the enactment of the Building Safety Act ─ the original blog article has been updated with important information about possible infringement and probable long-term consequences to PII cover creating a huge problem for the validity of the insurance contract cover should some claim be made to which a counter-claim is lodged with a court to declare cover void because of an imperfect original accreditation ... (there is more on the link) ─ affected bodies and appropriate qualifying organisations with appropriate credentials and acceptable qualities may apply for a licence to legitimise their registers through written application to ICM to initially open communication and discuss to reach appropriate agreement on terms
